  1. Visit Cygwin timemachine
  2. Download the corresponding setup
  3. Make a link to setup.exe adding -X option (don't test checksums) and run it
  4. Copy the repo URL near your date: 32bit, 64bit
  5. In mirror selection paste the repo URL and click Add
